Rule 888

This order opens wholesale power sales to competition. It requires generation utilities under the jurisdiction of FERC to offer other electric utilities the same transmission services they provide to themselves—at comparable cost and with equal opportunity for access to the transmission system. It also requires a utility’s departing customers to pay stranded costs that were “prudently incurred to serve power customers and that could go unrecovered if these customers use open access to move to another supplier.”
