Rule 889 |
| This order creates part of the mechanism by which Order No. 888 will actually be put into effect. It requires an Open Access Same-Time Information System, called an OASIS, to prevent utilities from having an advantage in using their own transmission systems to sell power. Utilities are required to constantly update information about their transmission systems, such as available capacity, via OASIS on the Internet. Generation must be functionally unbundled from transmission so that a generating utility cannot gain a competitive advantage by using its own transmission system.
